Speed Control on our streets

At our last board meeting, several public comments were made in regard to slowing down speeders at CLI.

The current speed board has generally received positive reviews and the data collected by it seems to indicate that speeding is very infrequent in CLI. However, some of the public statements that were made expressed concern that the speed board data is skewed because the presence of the board changes the behavior of the drivers only in front of the speed board but not in other locations in the community. Those commenters were strongly in favor of speed bumps.

In the past, previous boards have discussed speed bumps at CLI and never produced a majority in favor of the idea. Some concerns that were expressed included 1) cars will speed up between speed bumps, 2) they will cause damage to cars, 3) emergency vehicles will be slowed down, 4) they will look ugly. Also, the suggestion of spending $210,000 for 30 speed tables received the second lowest approval rating of only 12%.

Given this information, it could generally be said speed bumps have advantages and disadvantages and in the manner that they have currently been presented it is most likely that the majority of residents do not want them.

However, the larger question is what level of speeding is tolerable to residents as a whole. Do the majority of residents have a Zero Tolerance policy on speeding in CLI? Or, is the majority satisfied with only 1% speeding?

I suggest that I put together a survey for residents to find out the answer to this question. The survey will roughly follow this format:
1) Here are the results of the speed board data
2) Is that satisfactory?
3) If not, is any speeding acceptable or should it be Zero Tolerance?
4) If some speeding is acceptable, what percentage is that and do you suggest any further action against speeding?
5) If Zero Tolerance, how do you suggest to achieve this?

The goal of this survey is to determine if we have done all that we need to for speeding. If not and we need to do more what options should we pursue.

If I proceed with the survey I can build it this weekend and present the results at our next board meeting.

Please let me know you thoughts on this.

Not sure if we should hit the community with another survey considering we just had them complete 2 within past 2-3 months. Just my opinion, I'm not opposed to the Survey just not sure if the response rate will be acceptable if we conduct it now. I believe this discussion may be one we speak to Chuck and ask him his opinion about community he's helped with Speed humps. I wouldn't be in favor of 36 speed humps, I'd say if we were to consider it just for the main 3 mile loop.

I agree that maybe we should wait longer before sending out another survey. When it does go out I would suggest including a question about being in favor of speed bumps as a solution to see how many would be in favor knowing the cost associated.
